Purpose for the Position:

Oversees purchasing for the University and major contracts process including RFP and negotiations.

Essential Responsibilities:


  1. Manage automated administrative purchase order system that enables departments to submit purchase orders and view and analyze their budget expenditures. Provide system training for campus personnel. Resolve system errors. Test new upgrades.
  2. Review all requested departmental expenditures submitted on purchase orders, check requests, invoices, reimbursements, credit card statements and departmental transfers.
  3. Manage the RFP process, negotiations, and contracts. Serves as contract administrator for the University.
  4. Maintain a multiyear plan for furniture, equipment and library materials. Select and purchase furniture for offices, classrooms and residence halls.
  5. Review, negotiate and oversee contracts for copiers, office supplies, rental cars, hotels, facility rentals, shredding, and vending machines, etc.
  6. Establish lines of credit with vendors.
  7. Approve credit limits and issue employee-use credit cards and purchase cards.
  8. Manage online travel site, car rental site, and office supplies sites.
  9. Work closely with accounts payable to resolve payment issues with vendors, and work to resolve budget issues.
  10. Design, report and maintain spend analysis to ensure effective and efficient use of the University funds.
  11. Improve the requisition to purchase order to payable process. Annually review vendor lists. Update purchasing policy and design an implementation plan including communication and training.
  12. Communicate effectively and courteously with others, including employees, students and the public, in a spirit of teamwork, respect and customer service.
  13. By actions, words and lifestyle, be a Christian role model to students, whether through casual contact or in a formal supervisory role.
  14. Demonstrates awareness, respect and appreciation for diversity of culture, background, race, sex, political views, expressions of faith, etc. and works well with a variety of people.

Associated Duties:

  1. Analysis and reconciliation of various accounts as needed.
  2. Write and update documentation for purchasing system, purchase order procedure, check requests, credit card policies, etc.
  3. Prepare cost analysis for acquiring furniture and equipment for renovation and new building projects.
  4. Serve as member of University administrative software team.
  5. Monitor Fixed Assets Accounting.
  6. Other duties as assigned.

Minimum Requirements/Qualifications:

  1. Accounting skills
  2. Experienced and comfortable with technology and ERP systems
  3. Problem solving and judgment
  4. Contracts review and negotiation skills and experience
  5. Experience in managing people and budgets.
  6. Undergraduate degree.
  7. Five or more years of related work experience.
  8. Ability to communicate effectively in English, orally and in writing, including on the telephone, and to understand and follow instructions.
  9. An evangelical Christian commitment and lifestyle consistent with the institution's goals, including signed agreement with GFU Statement of Faith and Community Lifestyle Statement and being in living agreement with same.
